• KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and several bases in Turkey. The contract, awarded by the Air Force Installation Contracting Center, spans a five‑year base period with three one‑year options.
• This role will be an onsite, full‑time deployment at Morón Air Base, Seville, Spain.

Job Summary

The Structural Engineer performs engineering and planning activities to align with project requirements in adherence to U.S. Air Force standards. In the role of Installation Structural Engineer, you will deliver essential structural analyses and pathology reports, develop design solutions to address and rectify structural deficiencies, and support overall project objectives.

Roles and Responsibilities

• Database Management – Manage and update the NexGenIT software database or any successor IT system.
• Project Management – Provide project management for the execution of various contracts, including construction, IDIQ, simplified acquisition, MACC, and service contracts to meet facility requirements.
• Roofing Program Management – Manage the base roofing program in accordance with AFI 32‑1051.
• Facility Assessment and Maintenance – Conduct periodic assessments, plan maintenance and repair requirements, and provide structural analysis and pathology reports. Design solutions to repair and/or mitigate deficiencies.
• Engineering and Planning – Perform engineering and planning, including the development, maintenance, and delivery of short, medium, and long‑term plans for installation complexes. Optimize space utilization in future plans.
• Contracting and Collaboration – Develop contracting packages and oversee execution of U.S. funded project requirements and maintenance sub‑contracts. Collaborate with other engineers for multi‑discipline projects.
• Activity Management and Planning – Support the development and maintenance of required Activity Management Plans (AMPs) and the Base Comprehensive Activity Management Plan (BCAMP). Plan and program infrastructure studies per AFIs and MAJCOM guidance.
• Assessment Support – Assist AFCEC and the Operations Flight with facility and infrastructure team assessments. Identify and validate requirements, adjusting pre‑existing life‑cycle requirements as needed.
• Design Services – Provide design services for facility and infrastructure construction and renovation projects. Manage a design program for in‑house, A&E, and/or third‑party designs. Complete projects within established timeframes.
• Coordination and Liaison – Provide engineering support for the review and coordination of other agency projects, including USACE, NAVFAC, and DLA.
• Project Closure – Conduct project acceptance inspections, complete contract closure documents, and ensure submission of as‑built drawings and manuals.
• Construction Management Liaison – Act as construction management liaison for projects handled by USACE, NATO, AFCEC, or other third‑party agencies.
• Continuous Improvement – Seek to improve service to the customer at reduced cost, making suggestions related to improved procedures, methods, technology, tools, equipment, and human resources to achieve improved productivity, quality, and cost performance.

Basic Qualifications

• At least 6 years of project engineering experience for major real‑property facilities.
• At least 3 years of experience in structural engineering and training in security engineering.
• DoD installation‑level working experience.
• Bachelor’s or higher in Engineering or Architecture from an accredited college or university, or approved equivalent.
• Possess, or ability to obtain, a U.S. Secret security clearance.
• Valid U.S. driver’s license.
• Exceptional time‑management skills; ability to organize and prioritize with high volume of work to ensure maximum quality and service.
• Ability to work well with others.
• Excellent Microsoft Office, AutoCAD, and computer skills.
• Physical requirement: light lifting up to 30 kg, heavy lifting up to 50 kg with proper equipment. Moderate exposure to dust, temperature extremes, noise, vibrations, fumes, chemicals, odor, pollen, grease, machinery, moving parts, long periods of sitting and driving, bending, stooping, kneeling, indoor/outdoor, inclement weather, and occasional hazardous conditions.

Preferred Qualifications

• Experience in the design and management of capital projects.
• Familiarity with American and Spanish facility design standards.
• Knowledge of executing multi‑discipline construction projects, evaluating contract schedules, and preparing construction reports.
• Understanding of engineering principles, materials, specification writing, USAF contracting procedures, engineering equipment, and surveying.
• Strong professional customer relationship skills, communicating complex information to update assigned leadership and customers on project status.
• Comfortable planning, programming, scoping, and executing multi‑discipline facility and infrastructure projects.
