Insurance Project Manager - contract

RecruitGibraltar is helping a growing insurance business in the UK to establish a new regulated entity in Gibraltar, and so is looking to engage a short-term contractor with a strong finance and regulatory background to lead the practical set-up of the Gibraltar business alongside the leadership team. Following successful establishment and go-live, there is a clear intention for this individual to transition into a Non-Executive Director / advisory role supporting the business on an ongoing basis.

You must already live in the Gibraltar or Southern Spain area for this role.

What will you do as an Insurance Project Manager?

• Drive the internal implementation of the Gibraltar licensing/authorisation requirements, coordinating actions, evidence and deliverables with a specialist regulatory adviser/technical lead and supporting regulatory engagement as required.
• Establish core finance functions for the new entity: financial controls, reporting lines into the UK group, banking, and statutory/tax set-up.
• Coordinate and drive the implementation of the regulatory and compliance framework, including governance, risk management, AML and conduct requirements, ensuring required actions and evidence are completed by the relevant owners.
• Work with the CEO and UK group stakeholders (including Commercial and corporate development) to stand up the target operating model.
• Own and maintain the integrated Gibraltar mobilisation plan, including critical path, dependencies, RAID/actions and delivery coordination across legal, tax/accounting and other advisers.
• Drive the practical establishment of appropriate Gibraltar substance and local operations, including office, banking, local suppliers, staffing and other launch requirements, working with the relevant internal and external owners.
• Support recruitment, onboarding and structuring of any local Gibraltar team required at launch.
• Act as the central coordination point across advisers and internal stakeholders through the mobilisation and build phases.
• Own the integrated go-live readiness process across people, process, technology, finance, legal, regulatory and suppliers, with clear acceptance criteria, evidence, owners and escalation of any gaps; support early post-launch stabilisation.

What do you know that makes you a great Insurance Project Manager?

• Strong finance and regulatory background, gained within insurance or insurance intermediary businesses within Gibraltar.
• Direct prior experience setting up or launching a regulated insurance entity - ideally in Gibraltar or a comparable offshore/EU-adjacent regulatory environment.
• Comfortable operating hands-on in a short-term, delivery-focused contract role, then stepping back into an iNED / advisory capacity.
• Credible with regulators (GFSC or equivalent), auditors and professional advisers.
• Strong established Gibraltar network and practical knowledge of the local insurance/financial services market, with the ability to navigate local advisers, banks, recruiters and service providers effectively.

Salary based on experience and contract length.
